Inter-American Arms Trafficking Treaty

Well, this treaty that was actually signed back in 1994 by Bill Clinton is now being pushed to be ratified by President Obama. I am extremely concerned for all law abiding gun owners who reload ammunition or even do amateur gun smithing because there is no protection for them in this. As the treaty is written, people who just reload ammunition would need a special “TBD” gov’t license or else they could suffer jail time and fines. Well, I’m not taking this one laying down, so I drafted and sent letters to both NH senators this morning. This is the letter I sent to Senator Judd Gregg:
Dear Senator Gregg,
It has been some time since I wrote you last.

This week President Obama is pushing VERY hard to get the “Inter-American Arms Trafficking Treaty” ratified and I am writing you today to ask you to please vote against this poorly written Treaty. President Clinton was the original president who signed it, but to date it has never been ratified. In my opinion, there are very good reasons why both Democrat and Republican members of congress haven’t done so to date. I have read the Treaty in full and I have real concerns about the language used and how the ATF could and would abuse it. Also in all honesty, we really don’t need this Treaty, and I’ll go into why I feel that way.
First, as I mentioned in a previous letter, the statements made by AG Eric Holder and Secretary of State Hillary Clinton are completely false. They are twisting facts in order to get justification for pushing legislation and this is wrong. In my opinion, they should be removed from office for doing this, but that is another discussion. The justification for this treaty was the following statement, which I’m sure you’ve heard:
“U.S. gun stores and gun shows are the source of more than 90 percent of the weapons being used by Mexico’s ruthless drug cartels, according to U.S. and Mexican law enforcement officials.”
It has been proven that this statement is misleading and false. “In 2007-2008, according to ATF, Mexico submitted 11,000 guns to the ATF for tracing. Close to 6,000 were successfully traced — and of those, 90 percent — 5,114 to be exact, according to testimony in Congress by William Hoover — were found to have come from the U.S. But in those same two years, according to the Mexican government, 29,000 guns were recovered at crime scenes. In other words, 68 percent of the guns that were recovered were never submitted for tracing. And when you weed out the roughly 6,000 guns that could not be traced from the remaining 32 percent, it means 83 percent of the guns found at crime scenes in Mexico could not be traced to the U.S.” (http://www.foxnews.com/politics/elections/2009/04/02/myth-percent-guns-mexico-fraction-number-claimed/) Not to mention the Cartels are using military grade weapons you can’t buy in a gun show. It’s been proven they have been armed by other South American nations that this gov’t has sold weapons to legally. As a matter of fact, we are the primary arms supplier for Mexico, and they have have had over 250k soldiers go to work for the Cartels and take their US supplies weapons with them. So when I say I think Mr Holder and Mrs Clinton need to be removed from office for lying and twisting facts, this is the reason why.
Second, This treaty as well as many other pieces of legislation that I have had the opportunity to read, is poorly written in my opinion, and doesn’t afford private citizens protection from prosecution. This is right from the Article 1 section of the treaty.
“1. “Illicit manufacturing”: the manufacture or assembly of firearms, ammunition, explosives, and other related materials:
- a. from components or parts illicitly trafficked; or
- b. without a license from a competent governmental authority of the State Party where the manufacture or assembly takes place; or
- c. without marking the firearms that require marking at the time of manufacturing.
2.”Illicit trafficking”: the import, export, acquisition, sale, delivery, movement, or transfer of firearms, ammunition, explosives, and other related materials from or across the territory of one State Party to that of another State Party, if any one of the States Parties concerned does not authorize it. “
What about people who reload ammunition for recreational and personal purposes? They aren’t reselling it. Does this mean if I reload ammunition without some “gov’t license”, I could be put in jail? And if I bring some of those rounds to the range, and let a friend use them, does that mean I’m a trafficker? You are probably saying I am an alarmist. Maybe I wouldn’t be worried, if there wasn’t evidence of the ATF abusing it’s power and making the lives of innocent people a living hell.

Just ask that very nice retired Marine, father of two, and husband who is sitting in jail because the ATF railroaded him there unfairly. If the evidence wasn’t there, I wouldn’t be writing this letter. There are too many gray areas here and I’m sure you can understand my concerns.

While slightly different, I sent almost the same letter to Senator Shaheen. I don’t know if it’ll do any good, but I have to try. Our elected officials must know how we feel.
Why do I feel like I do? Well I am no fan of the UN or international groups like IANSA. It is this group that has called for world wide disarmament of all citizens. I shouldn’t even need to remind these people of their own history, but I know most readers of my site will understand what I’m getting at. I find their arguments naive and I find their leaders like Rebecca Peters to be extremely elitist and condescending. During a UK debate with Wayne LaPierre (Executive Vice President of the NRA), Mrs Peters after having fielded a question from a UK pistol shooter who had his freedom taken away, gave the answer:
That’s just too bad, Peters said. “So get another hobby,” she advised.
I watched the video of this debate on the NRA’s website and was absolutely stunned. She show absolutely no emotion for any Britons who lost their family traditions and the ability to protect themselves all in the name of progressive society. Are you surprised by this? There are very large groups within our government who wnat little more than individual protection and safety co-opted to the federal level (which is made all the more ironic since it was upheld in the Supreme Court that law enforcement had no duty to actually protect the civilian population). Fact is the constitution was written as an outline of what the government could NOT do, not what freedoms and liberties were restricted to the general population. We need to go no further than the recent $800B handout: they are explicit in their disregard for the 10th Amdt, going so far as to nullify any state constitution to extend their reach.
We are in the middle of one of the single largest, if not the largest, expansions of federal power in our history and Barry’s administration will go down in history for that. I’m afraid not too favorably.

I am surprised by Mrs Peter’s complete outward disregard for another person’s feelings. The whole “I know better than you” mentality. That elitist mentality just pisses me off.
Now I am not surprised about his push to ratify this treaty. I knew his record and feelings on firearm ownership at the beginning of the election because I researched it. Don’t get me wrong, McCain wasn’t someone I wanted either, but it was at the time the lesser of the evils.
I hear you on the expansion of federal power. God help us when he crosses that line.
